Excuse me is a way of attracting the attention of a person whose name you do not know.

I'm afraid is used: 1) to say "No" to someone's request showing that it is not your fault: I'm afraid I can't help you. My boss is waiting for me. 2) to introduce "bad news" outside your control: I'm afraid it's going to snow.

I hope you don't mind... - when one has done something without first asking permission: I hope you don't mind, (but) I've been reading your newspaper.

Here are some phrases to apologize:
