Transportation planning should include a strategy for building a city-wide network of bicycle paths.  Note that for this network to be effective, it is important that it is not geared towards recreational cycling but towards commuting.  What is needed are high capacity bicycle lanes that allow high speeds, passing, infrequent stops (i.e.

moving bike lanes onto residential streets that have four way stops at many intersections is not useful) and ensure safety from parking and turning cars.

I noticed you had fair and affordable taxes in the last column. Is that a joke? fair taxation policy is extremely important to me. i.e.) congestion charges. If on the other hand you are only concerned with the affordability of taxes you end up with a completely unfair system.
