The activity, connected with import to Russia from Hungary nuclear waste products (the processed nuclear fuel), is regulated in the additional protocol, which is an essential part of the contract between the USSR and Hungary from 1966 г, signed in 2004 г,. The opportunity to send processed nuclear fuel without returning waste products of its procession back to Hungary is fixed in the article 4 of the report. Thus, it turns out to be, that Russia will burry all the radioactive waste products which appeared as a result of procession of the Hungarian processed nuclear fuel, in its territory. Except for Hungary, Russia has no contracts of this kind with any other country. There is a high probability, that this contract does not comply with some instructions of the European Union, which Hungary has entered in 2004.

The international practice till this moment excluded the opportunity of burial of foreign waste products in the territory of a native state - French and English factories send nuclear wastes to the country, which has sent the processed nuclear fuel for processing. Thus their services on processing are 2-3 times as expensive as in Russia. Since 2003 the representatives of the nuclear industry of Hungary and Russia discuss the new contract on import of 1500 tons of processed nuclear fuel. However because of the public pressure signing of the contract is constantly postponed.

During the Soviet period the processed nuclear fuel from the atomic power station " Pakhsh " was traditionally sent to “Mayk”, located in Chelyabinsk. The radioactive waste products received as a result of processing of Hungarian and other countries’ processed nuclear fuel, were put into the lake Karachaj and the river Techa. A catastrophic situation can be observed in the Chelyabinskaya oblast due to this fact This area is considered to be the most polluted with radioactive waste products territory in the world.

Today owing to processing of foreign nuclear waste products, it is collected many waste products on "Mayak". Their common radio-activity is above 1 billion Ki that is approximately equal to 20 Chernobyl emissions. Taking into account a very bad ecological situation in the Chelyabinskaya oblast, Finland in 1996 has refused from exporting of the processed nuclear fuel to Russia. In 2001, after the acceptance of the laws admitting the import of foreign nuclear fuel to Russia, Germany and the USA have publicly refused to get rid of nuclear waste products in such a cynical way.

Sending nuclear waste products to Russia, extend not only the frameworks of the ecological accident taking place in Ural, near "Mayak", but also stimulated the escalation of the stocks of plutonium on a badly protected objects. Waste products should not become a subject of trade and shouldn’t cross the frontiers. It is immoral business, harming the environment and health of the population.

From the human point of view the burial of such kind of waste products in the territory of Russia is a consequence of a short-sighted policy of the country leaders. And it will cause many problems in the future.

In Russian Federation in the sciences of criminal law, criminal justice & criminal sciences “the crime prevention” is the set of activity (actions) directed on interruption of criminal fulfillment in future. This is special activity of police and prosecutor investigators, which usually has taken place after occurrence of information about making criminal preparations  and is associated with this concrete criminal activity, concrete criminal (or group of criminals). But crime is always more important then criminal personality. That’s why we have a question: how much is this prevention effective, when we talk about unevident, latent crime? We should search for the answer to this question in the criminology.
