Parties have finished connection of railways, however trial run of trains is postponed since October, 2005. This highway is considered by Russia as a part of strategy on creation of a transport corridor the East – the West which should provide fast and cheap transit of cargoes from the Europe and Korea. For this reason Russia, did not not wait arrangements with both Korea, had started modernization of a 240-kilometer railway way from station Ussuriisk (Trans-Siberian Railway) up to Russian frontier station Khasan where should merge Transkorean and the Transsiberian highways.
Within of the interKorean parties have been working on creation of South-Korean industrial park in territory of the North Korea near to military-line of demarcation between North Korea and Republic of Korea. The Joint agency of North Korea and South Korea began its work, the main task of this agency was to promote economic cooperation between the parties.The special tourist zone for citizen of Republic of Korea has been working. (In mountains Kymgansan at east coast North Korea)[18].
The Korean situation is so closely connected with interests of leading powers and attention of the international organizations. It can effectively operate in it only in close interaction with them. In particular, the positive influence of the Russian policy on development of a situation on the Korean peninsula has increased. Russia having the aspects of dialogue with North Korea , can play a greater role in settlement of a situation on peninsula. The Russian federation promotes development of peace dialogue between the North Korea and the Republic of Korea . Russian Federation interests in that the Korean peninsula became « peninsula of the world, stability and prosperities ». Russia finds her role not so much in intermediary, how in rendering assistance to creation favorable conditions for direct dialogue between Pyongyang and Seoul[19].

In 2002 making speech for the Congress, George Bush announced the concept of the “Axe of Evil”. He named the three rogue states: Iran, Iraq, and the North Korean Republic, and made it clear that the regimes of these countries have no right for existence. The President promised that all the military, economical, and political power of the USA would be used for implementing the task of “destructive creation”.
To refuse from the operation in Iraq was not an option for George Bush, as his presidency mostly depended on its success. The two years of his rule were not of great effectiveness: the economy was evidently weakened; the problems with health service and education remained unsolved, the security of the nation wasn’t enough kit out and moreover serious diplomatic mis-steps like aggravation of the relations with the North Korean Republic revealed the lack of clear foreign policy strategy. So the President understood that the successful invasion into Iraq could richly cover all this losses. Projecting a new controllable regime in Iraq, American strategists relied on the example of Afghanistan where the operation on deposition of the Taliban was a success. Thus Washington decided to repeat Afghan scenario[22].
In the end of 2002 the United States accused Iraq of developing weapon of mass destruction, though the special missions conducted to find the proof to that fact failed. They counted on finding what the Secretary Colin Powell in her speech on the 5th of February called “hundreds of tons of unconventional weapons and missiles for delivering those and the existence of a nuclear program”. There were 19 objects supposedly related to the weapons of mass destruction named in the list the Central Commandment of the military forces of the USA provided in the beginning of the Iraq invasion. Most of those were studied by the inspectors who got no positive results at all.
