Russia considers a question of mutual relations of two Korean states as fundamental in a context of safety on peninsula. It is necessary to develop relations of peace integration and cooperation between North and South  Korea  to strengthen trust and unity. And the most relevant aspect of  realations is cultural and ecnomic cooperation.

It is necessary to pay attention to features  of transformation of the Democratic People”s Republic of Korea”s system. Since 2002 North Korea  began  « economic actions » in the field of economy . They have mentioned all the aspects of a social and economic life of the country: system of pricing and a payment, the industry, an agriculture, currency-financial sphere, sector of services. The main aims were: to produce additional stimulus  for expanding productive industry and to make better financial position of the population,   in conditions of narrow resource base and the limited opportunities of the state.

The basic emphasis was made on redistribution of powers between the center and regions, and reduction of sphere of direct participation of the state in economic activities. The state controls economic branches of the industry, transport, power engineering, which first of all get necessary financial and material resources.

It is confirmed, that the main criterion of successful economic activities is a principle of  " practical gain", i.e. it is maintenance of profitableness of manufacture. Planned perfomances by the basic kinds of production remain   only for the enterprises of the central submission. The majority of managing are obliged  to disburse  only  fixed outgoing  in state budget[17].

At the beginning of economic  reform North Korea  expected  a favorable external situation. At this time dialogue with Republic Korea and Japan actively developed, there were hopes for renewal of negotiations with the USA. In spite of the fact of  existing difficult foreign policy conditions, reform proceeds. Transformation of a mode creates opportunities of the decision of actual problems on the Korean peninsula. It is important to understand, that an economic reform in North Korea and attraction of foreign investments are impossible without normalization of political attitudes with the USA, Japan, Republic of Korea. The purpose should not consist  in destruction of North-Korean system, it must be consist in the coordinated construction of partnership at a regional and global level of political interaction.  The main priority of politics of Russia Federation on the Korean peninsula is strengthening of relations with Pyongyang in that measure in which it provides stability of a North-Korean regime and North-Korean statehood, i.e. interferes with infringement of the status quo.

The nuclear problem and start of ballistic missiles become the  key questions of the interKorean relations, it is necessary to settle a disputed situation around North Korea  by means of diplomacy, without pressing and threats, at strict observance of available international obligations.

Russia resolutely supports six-sided negotiating process, Russian Federation  as the participant of negotiations  takes a principled stand of principle: the nuclear weapon and nuclear programs on the Korean peninsula, and including in North Korea , should not be, but thus firm guarantees of safety are necessary for Pyongyang and assistance to social and economic development North Korea , first of all in the field of power.

It is impossible  to strengthen safety on the Korean peninsula by means of force, military means. At the decision of this problem it is necessary to start with realities existing on the Korean peninsula, i.e. presence of two independent Korean states – the Korean National Democratic Republic and Republic of  Korea. The most suitable formula of the Korean settlement should become gradual development of the interKorean cooperation, creation of a corresponding atmosphere for the statement of trust between North  and South Korea . It can be achieve  with the the meaningful dialogue considering interests of all involved parts  . For this purpose it is important to expand educational programs, to involve North-Korean experts in those or other international projects.
