Nigel Shaw noted that the recent PDT conference include an EU presentation which covered Framework 5. The EU seem to be encouraging more input on Product Data Technology. There will be an EU session in (Brussels) on 10 June (clash with SC4) to seek inputs for 5th Framework bids. Rosalie Zobel is leading this. Nigel Shaw, who is attending anyway will represent PLCS at the meeting.
ACTION 3.16: Howard Mason agreed to re-activate this, involving LSC, EuroSTEP and Jim Crawford as required.
Vendors are critically important and we wish to encourage their early participation. Vendor involvement is needed early - long before pilot implementation starts.
ACTION 3.17: It was agreed that sponsors should start lobbying their IT suppliers to join PLCS now. A vendor recruitment campaign will be added to the TDP.
It is also important to understand the level to which vendors can support PLCS now. There are many existing PDMs and other tools that address part of the PLCS requirement, but none that can deliver the full capability and openness of an integrated life cycle schema. The closest current application is “ALIS – Acquisition Logistic Information System”, a prototype demonstrator for the NCDM, being developed by Giat for French MoD.
ALIS is based on the “In Sync” PDM from ISS, which claims compliance with the PDM Schema. Sonovision – a French Technical Publication software provider- are also participating. Demonstration software should be available for testing by NATO CALS participants (and their contractors) towards the end of this year. Several other parties – in Finland, Portugal, US and elsewhere had expressed - an interest in NCDM applications. The model has also been requested by JE-STEP for translation into Japanese.
Sean Hellett, as a UKCIC representative, has been approached by GIAT to encourage UK interest in NCDM/ALIS. It was noted that the NCDM is not a through life model (it does not address product instance) – nor an accepted NATO standard. It does however provide a major opportunity to test and demonstrate the value of integrated product data, by providing an early prototype for PLCS ideas. Maintaining co-operation between NCDM and PLCS would encourage participation from other European defence organisations and defence contractors in France, Germany and Italy.
The need was recognised to diversify and strengthen liaisons with other STEP activities. Liaison leaders were identified as follows:-
· AP233 - Systems Engineering - PLCS needs to import Required Performance from AP233. We need to ensure that AP233 handles Supportability requirements. They need access to our CM structure (INCOSE meet in Brighton shortly, BAE to task Steve Topping to act as PLCS link, through Julian Johnstone)
· AP203/PDM Schema, - CM Task Lead (JD/MES)
· AP214 (JD/MES )
· PLIB (LSC Mark pearson)
· AP221 and ISO/15926 ( Nils Sandsmark)
Tasks for Liasison leaders include making contact, ensure PLCS is aware of their relevant activities and vice versa; Document intended relationship - to what degree active co-operation will be achieved and in what areas.
ACTION 3.19: named players to open contacts as above.
The Meeting request form raised in San Franciso had not been received/acted upon.
ACTION 3.20:– JD to resolve with NN
Boeing, DNV, NCO, UK MOD, EuroSTEP are already planning to attend.
ACTION 3.21 -Other Sponsors agreed to consider attendance by their staff, including participation in the EXPRESS, Abstract test Suite and QA training. Information can be found through www.nist.gov/sc4.
