PLCS Initiative

Minutes of 3rd Meeting

1  Attendees/Last Minutes:

Attendees are listed in Annex 1. The minutes of last meeting were approved without change. The Chair requested a action list in the next issue (Annex 2).

2  Agenda:

Two items were added to that proposed by the Set Up Group:

·  EU meeting to discuss ESPRIT (Nigel Shaw).

·  STEP Training from Sweden.

3  Progress with Project Set Up

The work of the SUWG was presented (see SUWG.ppt).  A lot of good work has been done.  There is a need to extend membership across the Atlantic.  The main products to date are (the document owner/editor is in brackets):

·  A Set Up Plan (dated 16/4/99)  - (Nigel Newling)  (Post Meeting Note - Nigel, please change the title from "Launch" to "Set Up")

·  A Technical Development Plan (TDP) and related list of deliverables (Howard Mason)

·  An outline Risk Register (John Dunford)

·  A draft Membership Agreement (now Nils Sandsmark)

ACTION 3.1 :  Editors are requested to place and maintain latest copies on these documents on project web site by e mailing the files to UKCIC at david@dfac.demon.co.uk.  The TDP is needed in MS Project and .pdf format.  

Nigel Newling presented the Set up Plan. The next key milestone is on 24 June when sponsors will be invited to confirm their agreement that the project should proceed.  The critical path now lies with the identification of project resources (i.e. real people). Follow-on actions are discussed under the relevant agenda item below.

4  Sponsorship:

Useful progress has been made with core group – there are now 12.5 serious candidates, more than enough to start.  More effort is needed to extend marketing activities outside the core group. Current position is:

Comments from participants were as follows:

·  RR – Since signing the LoI RR have set up an internal co-ordination group across company and identified two participants - Colin England and Nigel Walker.  Bob Toseland will be the voting member.

·  US DoD -  LoI is ready for signature by AUS(T&D) Mr.Oliver.

·  BAe -  Are contributing to SUWG and moving ahead with finance.  Need to resolve links to Airbus. Hope to have LoI by 24/6.

·  Boeing: Expect to participate. Have funds.  Need to clear legal aspects of Membership Agreement.

·  Lockheed.  Participants identified (and present).  Still seeking funding (not before 24 May).

·  Airbus – Probable, still debating within company 

·  NCMB - Hope to secure commitment at June Mtg.

·  Sweden FMV - CALS budget reduction will be less than feared.   PLCS is a high priority but FMV are still awaiting final confirmation of their funding. Have identified participants. Hope to be ready to go by 24/6.

·  EPM – Considering joint bid with Fair Bv.

Progress with other candidates:

·  Finish Defence - may team with Sweden

·  Haaglunds - still interested – currently involved in merger/takeover with Finish partner.

·  LLoyds  - no further news

·  Spain - pleased with last meeting but no response this time (Note: NCO will follow up – Mr.Alonso has changed companies).

·  Caterpillar - no follow up

·  Newport News - no follow up

·  Australia – UK MoD have spoken to Iain McDonald. He will be in Lillehammer.  Decisions are unlikely quickly as AUS MoD are just setting up a Chief of Defence Logistics.

·  Japan – delegation visited NCO in Brussels.  Provisional arrangements made for PLCS meeting with major industrial companies in Japan on 4/5 July (Via Mr. Oku).

·  BAA - no contact

·  British Airways – letter sent by NCO but not followed up

·  Northrop - Boeing in touch via a Mr. Gary Fox  - are looking for funds.

·  DASA - DNV are chasing through NICG.  NCO hope to meet with DASA, PRoSTEP and GE MOD on 4/5 May.

·  UK Rail Operators  - Nigel Newling will follow up further on 14/15 May

·  Seimens, Nokia - not pursued further.
