· Advanced Internet search capabilities based on InfoWeb.
· Video Conferencing - audio, video and text chat between two people (participants need own camera/microphone/sound cards.)
· Text Conference - 4 levels of structure: Conference and Forums (set up by administrators) then Threads and Messages (user defined).
· Address lists and e mail exploders (ManTech will manage updates/changes)
· Document Review and comment management capability with sort and search capabilities. (e.g. by name, date, topic etc.) Additional documents can be attached to comments and managed in the system
· Voting Tools - either open or password protected. Various ways of viewing results.
· The site may be extended to provide “full text” search engines.
PLCS will need some tools of this kind. The ManTech site is a serious candidate.
ACTION 3.9: – Chair invited participants to try out the facility and report back to the next meeting.
The Job Descriptions were slightly amended as follows:
· PM will have specific responsibility to manage liaison with IMS in addition to SC4
· PM will also be encouraged to seek co-operation with other relevant initiatives.
· Marketing role – need for "sales experience" was deleted - the role will extend through life and cover a broader scope than “sales”.
The meeting recognised that the Job Descriptions may require further modification over time as the available resources and skills become known and the Work Plan evolves. (Jobs will be tailored to match the available people).
CSP selection and PM appointment are linked. Candidate sources include - candidates offered by Sponsors, or by/through one of the CSPs.
All three CSP bidders are likely to be able to offer a PM.
None of the potential sponsors had so far identified a suitable candidate but MES may do so. UK MoD does not want to offer a PM directly. They would prefer an industrial lead. FMV agreed.
J.Dunford declared an intention to offer himself for this role, subject to MoD agreement that he was free to do so. He will write outlining his requirements/constraints to the CSP Selection Committee.
No request has yet been issued for a STEP expert but the CSP bidders are free to offer candidates. Nigel Shaw was offered by the ATI bid.
It was agreed that there was a requirement for a single, full time person rather than a general capability. The STEP expert will be provided either directly by sponsors, or through the CSP. In addition, sponsors could provide additional STEP expertise as part of their contribution. Additional STEP resources could also be purchased directly, if the sufficient sponsors are forthcoming.
Meeting agreed to invite the following organisations to offer candidates for the role of STEP Expert, based on the requirement in the CSP bid:
PDIT, EuroSTEP, ProSTEP, PDT Solutions, Seimens STEP Centre, JE-CALS, STEP Tools Inc. (through Martin Hardwick), ERIM and ITI Ohio. Further names will be provided by EPM.
Information will be sought of whether the person would be offered on a full time basis, how much would they cost, where they are based and willingness to travel and/or co-locate? (Travel costs to meetings away from the normal home base will be met by PLCS project annual budget, but any relocation costs should be separately identified.) It is hoped to give the PM a role in the selection of the STEP expert.
The CSP candidates will be notified of this action.
ACTION 3.10: The CSP Selection Group will assume responsibility for selection of the PM and STEP Expert as well as the CSP. Responses for the three areas will be assessed individually, as well as in combination, as part of a process to identifying a best value solution for PLCS involving, nature, costs, skills and physical location of the overall project team.
