For an estimation of quality of transportation and satisfaction of requirements of clientele in transport-logistical services the graph of ways of transportation of cargoes has been constructed.
The calculated total estimations in balls in view of the importance of each parameter show, that the most competitive among the considered ways of transportation is the variant with use of supersize cars (an estimation in points – 1,74). Behind it there is a variant of the combined transportations (an estimation in points – 2,69) and on last place – the using the trailer on flat car service (an estimation in points – 2,79).
The complex estimation of efficiency has shown, that from three variants (transportation of cargoes by supersize cars, the using of the combined train and the using the trailer on flat car service) at possible changes of transport-logistical expenses the most effective and competitive is a variant of satisfaction of demands of clientele in transport-logistical services by transportation cargoes by supersize cars. Then by efficiency and competitiveness the variant of the logistical scheme of transportation with the using of the combined train follows. It is connected by that the combined train can transport both automobile swap bodies and piggyback trailers, and supersize containers on which transportation demand from consignors of goods considerably exceeds demand on the trailer on flat car service of lorry convoys.
Regarding the trailer on flat car service of lorry convoys it is possible to note, that the qualitative criterion for them is defining and even at significant reduction of transport-logistical expenses on the trailer on flat car service they remain noncompetitive by the mixed criterion in comparison with autotransportations.
Rational consistency of introductions of the trailer on flat car service on a route Brest-Moscow can be following:
–at the first stage – transportation of piggyback trailers on specialized railway platforms in one structure with containers on the platforms, valuable cargoes in covered cars;
–at the second stage – transportation in the same structure of lorry convoys on specialized railway platforms.
However it is necessary to take following organizational measures for this purpose:
– to solve the problem of purchasing of a rolling stock and to define sources of financing, solve the problem in whose property the rolling stock can be got;
– to work with the Russian railways a question on their interest and readiness to carry out the trailer on flat car service, and also opportunities of decrease of the railroad rate on the trailer on flat car service by the territory of the Russian Federation on a route Krasnoye - Moscow;
– to provide information-legal support of the trailer on flat car service;
– for stimulation of the organizations which will use this kind of transportations to lead work on their road and ecological taxes free in the order established by the legislation;
– to define possible state actions on support of ecologically pure schemes of transportation with the using of the railway transport. For example, the opportunity of participation of a share of the state capital in payment of maintenance and improvement of a railway infrastructure, realization by the state of financial support during operation of the trailer on flat car service, should exist the state system of compensations and special terms for realization of operations within the framework of the combined transportations, etc.
