The psychological researches confirmed the dangerous tendency: young people, plunged into the world of television and other audiovisual mass media, take in the passion for deep involving in virtual world. That makes them interpret the rest aims of traditional culture as insignificant and even unreal. Electronic mass media, especially television are able to produce the effect of deep involving and stupor at the same time. The human in informational society can lose the ability to look ahead because the passion for involving makes him obedient object of information technologies. That’s why the youth as an object of manipulation is more sensitive generation than middle-aged or old men, raised in the culture of written text.
Offensive character of informational weapon defines the face of informational war and allows to uncover the aggressor, measuring the stream of information that is transmitted from one country to another. Permanent effectiveness of informational weapon is inversely as its aggressiveness.
To understand how to win the informational war it’s necessary to consider its concept. The concept of informational war appeared in many respects by analogy with the hypnotic effect. Modern theorists suggest the conceptual plan of informational opposition:
• unnerve the society – convince people by mass media that there are no enemies
• make the society listen only to the opponent (for example by the means of popularization of his way of life)
• make the society not to think and reflect on the words of opponent. Exclude serious analytic programs from Mass Media and emphasize bright entertaining show.
• concentrate an attention of people upon a single subject without the knowledge of manipulate stream to disorientate the subsystem of defense.
• convince that the society becomes better and better to lower the critical abilities of people.
The aim is to create the passive public position, when the possibility of dependence on informational impact of the opponent is quite strong.
It’s proved that people with distinct social and political position resist manipulation best of all because it’s inversely as sociocultural identity, educational level, group solidarity. That’s why the system of education, developing civil features and patriotism has special significance. The national idea – the system of value aims of society, reflecting self-consciousness and aiming personal and national development - plays the main role in the development of collective identity.
From this point of view Russia will be able to win the informational war only when it makes up the symbolic type of national idea, which would be more precious than informational temptations from the outside for most people. That’s why the words of McCluen about the traditional society are actual today. His algorithm of victory in informational opposition is still demanded – to be aggressive efficient in contemporary world of information it’s necessary to liven up the national system of priorities in the people’s minds and create the bright image of national idea, adapting national traditions to the new means of communication.

The problems of security on the Korean peninsula concern to the important international issues. Periodically becoming aggravated, the situation around the Korean peninsula represents considerable threat to Asia Pacific Region safety. Existing positive tendencies to the development of a positive international situation in region will be undermined, if Korean crisis is not to be solved by means of diplomacy. And the position of Moscow in a problem of interKorean rapproachement and its probable results is determined by national interests of Russia. The main national interest of Russian Federation is to liquidate the seat of international tension from Russian Far East borders.
