At last meeting on this question in June, 2006 was entrusted forwarding firm “Mirtrans” (Poland)  to analyse all possible variants of the organization of such transportations and to choose the least expensive.

In 2005 on behalf of the President of Belarus the question of the organization of the trailer on flat car service for transportation of production of the Belarus Metal Factory was studied. As a result of the lead researches the economic feasibility of the organization of such transportations also has not been confirmed.

The organization of the trailer on flat car service is most effective on directions with high density of a stream of heavy and large-sized vehicles. For example 160 thousand cars inflicts loss on roads less, than one lorry convoy, and transportation of lorry convoys on railway platforms allows to release motorways from heavy and large-sized vehicles, due to it budgetary funds on repair and the keeping of motorways having reduced and traffic safety at autotransportations having improved. Besides trailer on flat car service allows to solve a problem of transportation of cargoes in lorry convoys with engines of Euro-4 and Euro-5 in conditions of absence now special fuel for them in the CIS countries.

Transportations of cargoes by transit through the territory of The Republic of Belarus is carried out with carriers of the order of 27 countries: 8 states-participants CIS and about 19 countries of the Europe.

It is necessary to note, that Germany and Poland are stably defining the two first positions, because its volumes of transportation of cargoes are constantly high and not dependent on tendencies developing in time.

In view of the tendencies which have developed since 2004, among the most significant and perspective from the directions of automobile transit through Belarus, it is necessary to note following directions:

1)  Russia - Germany - Russia;

2)  Russia - Poland - Russia.

The route of transportation of cargoes on these directions passes through territory of Belarus on motorway М1/Е30 Brest (Kozlovichi) - Minsk - border of Russia (Redki).

186,1 thousand lorries were moved according to data of special customs statistics about moving to Byelorussia lorry convoys through road check point Kozlovichi for 2006 through customs border. Moreover cars, that including the goods imported with the purpose of accommodation in territory of our Republic have made 144,1 thousand units (77,4 %) of them, the transit goods – 42,0 thousand units (22,6 %), the transit goods, that have imported on territory of the Russian Federation, – 133,1 thousand units (71,5 %).

The greatest quantity of heavy and large-sized vehicles comes in Byelorussia through road check point Kozlovichi. Thus approximately 6 % of lorry convoys do not meet to demands for weight and dimension and this lorries are forced to return through the territory of the neighbouring states. At existence of trailer on flat car service this problem could be avoided.

Thus, the organization of the trailer on flat car service on the railway route Brest - Moscow is most expedient.

The most effective variant of the trailer on flat car service is delivery of cargoes in piggyback trailers and swap bodies without the autotractor. At this variant the cost for transportation of one ton of the cargo, as a rule, on 15-20 % below, than on delivery a cargo lorry convoys with autotractors.

The material base on station Brest-Northern is sufficient for organization of loading of lorry convoys. Lorry convoys have to drive on platform itself. The station has an opportunity for the organization of loading of piggyback trailers and swap bodies by the crane.

Technologically loading of lorry convoys and piggyback trailers on station Brest-Northern can be carried out as follows. 

The consignor of goods (forwarding agent) or the representative of the Belarus Association of the International Automobile Carriers (BAIAC) makes an application for bringing platforms for loading. According to the application the selection of platforms that are suited for loading wheel transport is made in a hump. Cars in process of accumulation are expecting for loading in a warehouse of temporary storage. Not later than 4 hours prior to the moment of loading representatives of customs and the militarized protection are caused. The rolling stock has brought on ways 18, 19 for an overload. Loading of trailers will be made on 19-th way; trailers are delivered to a place of overload by cars. Lorry convoys will be loaded itself on a way 18, in addition the face stage will be built for convenience of loading.
